cliproxy-rs: a Rust port of CLIProxyAPI (same config, auth files and Management API)

Hi all, I made a Rust port of CLIProxyAPI and wanted to share it here first since this is where the people who'd actually use it are.

What it is: it reads the same config.yaml and the same auth files, and serves the same routes and the v8 Management API, so you can point it at your existing setup, try it, and switch back to the Go version at any time. Apps built on the Management API (CPA-Manager-Plus, Quotio, ZeroLimit and so on) should work against it, though I haven't tested all of them.

What's different:

• one binary with the dashboard built in (it never downloads a panel), showing each account's 5-hour and weekly limits
• an opt-in soonest-reset routing strategy that spends the account whose weekly window resets first
• lower memory (about 17 MB idle vs 45 MB), faster on translated Anthropic/OpenAI streams; Go is still faster on plain non-streaming throughput. Method and numbers are in docs/BENCHMARKS.md
• the deliberate behaviour differences are listed in docs/DIFFERENCES-FROM-GO.md

It's v0.1.0 and not everything is ported yet (plugins on the request path, Home mode, Antigravity, the TUI). docs/PARITY.md has the honest numbers. Bug reports are very welcome, especially "this works in Go but not in cliproxy-rs".

Thanks to the CLIProxyAPI maintainers, the port only exists because the original is so well designed.
