Follow-up to #103:

• Adds docstrings for OpenSSL.write_pubkey and OpenSSL.read_pubkey. Each claim was checked with a probe: only the public part of a private key is written, the return value is the byte count, and read_pubkey throws OpenSSLError for non-key input and for a private-key PEM.
• Re-indents the new code with spaces like the rest of the file, and renames read_pubkey's argument to pem.

No behavior change.
