chore: update dependencies flagged by security audits - #1494
Resolve the Python, npm, and Rust dependency audit failures on release/0.10 using the same package versions as #1490 and the Tokio fix already present in its base from #1481.
I confirm this contribution is my own work, or I have the right to submit it under this project's license.
I searched existing issues and open pull requests, and this does not duplicate existing work.
Require Tokio 1.53.3 across all workspace consumers, preserving existing features and default-feature settings, to resolve RUSTSEC-2026-0386 for workspace builds and downstream consumers.
Regenerate the Python, Node.js, and Rust attributions with the repository workflows, using CI-pinned cargo-about 0.9.1 for Rust.

The concern that npm ci may reject or rewrite package-lock.json is contradicted by the executed check. npm ci --ignore-scripts --dry-run exited 0 and reported "up to date". The script also confirmed that the lockfile's resolved node_modules/undici and node_modules/zod records are 8.12.2 and 4.6.6. The comment raises no defect that remains after this result. Its own note that the split "can be valid for npm overrides" also points to no required change.
