Releases the Vite bundling fix (#124) and the emsdk 6.0.13 cores (#122) as 0.17.1.

Bumps every package, both CORE_VERSIONs, the docs CDN URLs and the vanilla app to 0.17.1, and moves the Unreleased changelog section to 0.17.1.

Core sizes and the FATE and benchmark baseline come from full-subset CI run 40966174136 on this branch (CONTRIBUTING step 2). FATE is unchanged (1055 pass on each core). The short benchmark cases are about 100 ms slower than in the 0.17.0 baseline. This tracks the GitHub runner image, not emsdk: the 6.0.12 core ran at 0.17.0 speed on image 20261012 and about 100 ms slower on 20261018 and later. Locally, the 0.17.0 and 0.17.1 st cores time the same within 20 ms over 11 runs per case.
