Ok here is the slimmed down fix with none of the testing ceremony that crept in earlier. Just implements Drop on RtPriority and ensures the MMCSS registration is released. Tested output with my Focusrite interface and input on my webcam; 3 of 3 registrations each, all properly released and master currently releases none of them.
