Tests for #2402. The OAuth test server gains two opt-in options:
enforceRegisteredScopes, which answersinvalid_scopethe way Mercury does, andregistrableScopes, which narrows what a registration is granted. One existing test now records scopes on its simulated legacy row, because a row with no recorded scopes is no longer reused.
