fix(migrate): count a create with no answer as not confirmed, not failed - #606
When a user's POST /v1/users gets a 5xx or no answer, the import counted the user as failed, while clerk migrate runs <id> listed the same user as not confirmed. The run's line says creating, because Clerk may hold the user and a continue looks it up before creating it again. The import was the one that was wrong, and "Failed" could lead someone to recreate the user by hand.
Changes
ImportSummary gets an unconfirmed count. recordFailure counts an unknown outcome there instead of in failed.
The summary prints Not confirmed: N, and --json adds result.unconfirmed. result.failed now counts only users Clerk answered with a refusal.
The import still exits 1 when any user is unconfirmed. The run is partial, the next step is the continue, and exit 0 would tell a script the migration finished when Clerk may not hold the user.
The README's exit-code rule and the creating paragraph say so.
The progress bar's ✗ failed count now leaves unconfirmed users out, like the summary. They still count toward the bar's total. A separate count on the bar would need a change to lib/progress.ts that the ticket didn't ask for.
Testing
New run.test.ts cases cover the summary line, the next step, the exit code, and result.unconfirmed. The import-users.test.ts cases that pinned failed: 1 for an unknown outcome now expect unconfirmed: 1.
bun test src/ --parallel in packages/cli-core: 6600 pass. Typecheck, oxfmt, and oxlint are clean.
A create that gets a 5xx or no answer leaves the user `creating`: Clerk
may hold it, and a continue looks it up. The import counted it as failed
while `runs <id>` said not confirmed. The summary now lists it under
"Not confirmed" and `--json` under `result.unconfirmed`. The import
still exits 1.
Fixes AIE-2010

Migration imports now classify unanswered user creation requests as unconfirmed instead of failed. The import summary and JSON result include the unconfirmed count. Run summaries describe these users, continued imports check for existing users, and imports exit with status 1 when unconfirmed users exist. Tests and documentation cover 5xx responses, network errors, missing user IDs, and reserved creates.
