fix(migrate): offer a keep-the-data fix only for users the import sends - #607
The import's checks built their "change the instance instead" fixes from every user, including the ones the checks reject. When every user was rejected for something else, the checks still offered "Enable First name" or "Enable Password". That setting would keep nothing, because those users aren't imported. The warnings already counted only the users that pass, so --json showed "warnings": [] next to a fix for a warning it never gave.
Changes
buildFixes takes the importable users as well. A name or password row that only keeps data (drops or stored) is offered only when an importable user carries the field.
A row that rejects, such as a required first name, still counts every user, because making the name optional clears that reject. Identifier, social, MFA, and username fixes also count every user: turning each of them on can clear a reject ("has no identifier this instance accepts", "only signs in with X", a TOTP secret, a username rule).
The warnings and the fixes now share one list of importable users.
The README's paragraph on fixes says which users each kind counts.
Testing
New lib/checks.test.ts cases: no name fix when only rejected users carry the name; no "Enable Password" when only rejected users carry a password; "Make First name optional at sign-up" still offered for the users a required name rejects.
bun test src/ --parallel in packages/cli-core: 6601 pass. Typecheck, oxfmt, and oxlint are clean.
The checks built their instance fixes from every user, rejected ones
included, so a file whose users were all rejected for something else
still got "Enable First name" or "Enable Password". A name or password
row that only keeps data clears no reject, so those fixes now count the
users that pass the checks, as the warnings do. A row that rejects, such
as a required name, and every identifier, social, MFA and username fix
still count everyone, since enabling them can clear a reject.
Fixes AIE-2011
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The import check now uses unstripped importable users when it selects configuration-fix suggestions. Fixes that preserve a name or password are suggested only when an importable user has that field. Fixes that clear a rejection remain available based on all users. Tests and documentation describe these rules.
The import readiness suggestions match the documented behavior and are ready to merge.

Explanation
The title names the main change: the migrate import fix builder now offers keep-the-data fixes only for users the import actually sends. It matches the raw summary (buildFixes uses importable users for data-preserving settings) and the PR objectives. The title is specific and follows a conventional commit style. It is 71 characters, which is within a reasonable length.
Full details: Description check
Explanation
The description states the problem: fixes for keeping the name or password were offered from all users, including rejected ones. It lists the code changes in buildFixes, the README update, and the new tests in lib/checks.test.ts. It also gives test results and a related issue. This matches the raw summary and the PR objectives, so it is related to the changeset.
