"clerk": patch
---

A continue of `clerk migrate import` no longer counts a user it only attached identifiers to as imported. Once every identifier has attached, its summary lists those users under "Finished attaching" and `--json` under `result.attached`, and the line that opens the continue no longer counts them among the users left alone. `clerk migrate` is still experimental and needs `CLERK_EXPERIMENTAL=migrate`.

Include prior refusal notes in finishUser's completion check.

The attach-only path passes the previous line.error as notes, but the return expression ignores notes. A user with one prior refusal and one successfully retried identifier can therefore increment finishedAttaching, ImportSummary.attached, and progress.ok. Check notes before marking the user complete.

Update finishUser’s completion check to also require notes to be empty before
marking the user complete, while preserving the existing checks for
attached.pending and attached.notes.
