Bump the version to 3.6.1.0 for cuvis SDK 3.6.1. No interface changes; the built-against SDK version is taken from the SDK at build time.
ppa.launchpadcontent.net intermittently answers .deb downloads with 503, which failed a different set of Build and test jobs on every attempt.
