Point cuvis.python at v3.6.1.0, build the docs in cuvis_pyil:3.6.1 and close the changelog for 3.6.1. The other submodules stay at their 3.6.0 state. release_notes.py now leaves a blank line after each section heading, matching the layout of the 3.6.0 release body.
