This PR updates the Go SDK dependency and generates APIs from that release's OpenAPI specification.

- Don't register the generated `sandbox` workspace command alongside the
hand-written one. Cobra sorts commands with an unstable sort, so adding
`lakewatch` flipped which of the two duplicates won dispatch. Unhide the
  hand-written command so `sandbox` stays listed in `databricks --help`.
- Drop `CRITICAL` from `air` priority classes; the SDK removed it from
  `jobs.AiRuntimeTaskPriorityClass`.
- Update help output for the new `lakewatch` command.
- Add the PR link to the SDK changelog fragment.

* Remove `CRITICAL` as a valid `compute.priority_class` value; the AI Runtime API no longer accepts it. ([#7371](https://github.com/databricks/cli/pull/7371))

@akshaysingla-db FYI, the manual command now takes precedence over autogenerated one.
