Adds LocalCloud integration so developers can run tests on supported gcs, bigtable, bigquery paths without using Google Cloud resources.
Related issue: #6938
The optional GitHub Actions job uses
setup-localcloud; enable pull-request runs withLOCALCLOUD_CI_ENABLED=true. Setup and SDK reference. Laptop:python3 scripts/localcloud-test.py.Validation: 3 selected service tests passed; 3613 regression tests passed. Both commands were independently replayed from the reviewed commit in a clean checkout.
