Flat ESLint config via typescript-eslint; tsconfig drops baseUrl/paths (deprecated in TS 6). All versions at least one week old, enforced by pnpm minimumReleaseAge.

Bumps the library toolchain to current releases, each at least one week old (

Tested: lint and build clean; Node 22 532 passed, Node 24 681 passed (incl. JSPI projects).
