ubuntu-latest is moving to Ubuntu 26.04, and ruby/setup-ruby has no builds of Ruby 3.1 and older for it. The Ruby 2.7, 3.0 and 3.1 jobs would fail with Unavailable version, so this raises min_version to 3.2.

ubuntu-latest is moving to Ubuntu 26.04. ruby/setup-ruby has no
builds of Ruby 3.1 and older for it, so those jobs fail with
"Unavailable version". Test Ruby 3.2 or later instead.
