ci: add stale workflow for issues and pull requests - #14

## What/Why Pull requests go stale after 30 days without activity and close 14 days later. Issues go stale after 60 days and close 14 days later. Items labeled keep or security are exempt. Each run writes a job summary of the items it marked stale or closed. ## Proof it works actionlint passes. This is the workflow already running in gemaraproj/community and gemaraproj/gemara-mcp. ## Risk Low. The workflow only labels, comments on, and closes inactive items, and the keep label opts any item out. ## AI role Claude Opus 5.5 drafted the workflow and this message. jmeridth set the thresholds and exempt labels and approved both. ## Review focus The stale and close messages, which this repo can reword. Adds the stale workflow already running in gemaraproj/community and gemaraproj/gemara-mcp. Pull requests go stale after 30 days without activity and close 14 days later. Issues go stale after 60 days and close 14 days later. Items labeled

.github/workflows/stale.yaml: runs actions/stale daily and on manual dispatch, and writes a job summary of the items it marked stale or closed.Testing
actionlint passes. The same workflow runs green in gemaraproj/community.
