Update Rust tracing layer recommendations #20344

Update the current Rust tracing documentation to clarify the recommended layer choices:

• Recommend the spans and logs layers as the default options for most users.
• Present the error layer as an option for users who want Sentry issues from tracing error-level events, noting that these use the error quota, which is typically more expensive.
• Keep the breadcrumbs layer de-emphasized as primarily supporting legacy workflows.
