bump quick-xml to 0.42, release 1.3.2 - #216

0.42 yields decoded `str` content: `QName::into_inner` returns `&str` and `BytesText::decode` is removed. The s3 listing parser matches tag names as string literals and reads text through `BytesText::into_inner`, which carries the same raw text `decode` did. Text decoding can no longer fail, so the `if let Ok` guard is gone.
