Closes #311.
Adds RPCs to check whether a payment can be routed before sending it. Supports fixed and variable-amount BOLT11 invoices and spontaneous payments through the server, client, CLI, and MCP.
Documents that probes use temporary HTLCs and may briefly lock channel liquidity. Adds authorization, MCP discovery, and regtest E2E coverage.
Add focused tests around authorization, MCP, and regtest E2E tests passed
