Remove RelativeVirtualAddress and AddressType.RELATIVE following the deprecation in PR mandiant#3090 targeted for removal in v10. Mark ADDRESSTYPE_RELATIVE = 2 as [deprecated = true] in capa.proto to preserve protobuf wire compatibility. Closes mandiant#3072
