Fixes the OSS Exit Gate
manifest.jsonschema in.github/workflows/nightly.yml(and.github/workflows/publish.yml):registry_config: In OSS Exit Gate'sPublishingManifestprotobuf schema,registry_config({ "npm": { "tags": ["nightly"] } }) is a top-level field on the root manifest object rather than insidepublishing_groups[]. Nestingregistry_configinsidepublishing_groups[0]causedprotojson.Unmarshalto reject the manifest with"The manifest file uploaded to the GCS bucket is not a valid textproto or json file."namespace: Sets"namespace": "@material"and"name": "web"insidepublishing_groups[0]to matchpkg_namespace: "@material"andpkg: "web"in the Exit Gate project configuration.gcloud artifacts versions delete ... || true) prior tonpm publishso re-running the workflow on the same commit does not fail on Artifact Registry version immutability.Follow-up to #6096.
