Prepare changes through 85f3fc6 (python-1.23.0..main) without tagging or publishing. Refresh this preparation after tomorrow's intended merges. Select 43 packages from the changelog: shipping fixes/features and Python 3.10 classifier removal. Core/root 1.24.0, OpenAI 1.18.0, and Foundry 1.16.0 add APIs; other released packages receive patch bumps. Alpha/beta stamps use the requested 261030 date, not an optional cohort-wide bump. Unchanged azure-cosmos-memory and standalone Lab are excluded. Use the requested strict Core-floor policy: raise floors only for inherited lifecycle methods, new citation helpers, or checkpoint encoding. Raise Foundry/Foundry Local/NVIDIA OpenAI floors to the first release providing owned-client cleanup or embedding options. Refresh Core's bounded install cohort and exact hosting adapter pins. Manifest generation/check, all 86 lower/upper release dependency probes, changelog/package reconciliation, historical changelog preservation, and diff checks passed. No production tag, GitHub release draft, or publishing workflow was created.
