Summary:

javascript.validate.enable is deprecated, we should use js/ts.validate.enabled instead.

Changelog:

[INTERNAL] [CHANGED] - Replace deprecated javascript.validate.enable with js/ts.validate.enabled in react-native.code-workspace

Test Plan:

Opened react-native.code-workspace in VS Code. The deprecation warning on the setting is gone, and built-in JS validation stays disabled on Flow files (no TypeScript errors on Flow syntax).
