Updates Interface Layout with an optional shield special-attack orb under Presentation.

Changes include:

• Add Show shield special orb, off by default, displaying charges for supported shield-slot equipment.
• Allow the movable orb to use the game's existing Use Offhand/Deactivate Offhand action while the native control is available.
• Preserve resource-pack artwork and existing settings, and include the change in the recent-updates chatbox notice.

Follows #19615.
