Triggered by workflow_run for the listed workflows (Nightly Stress Test for now) when they end with failure or timed_out. The webhook URL is the GOOGLE_CHAT_WEBHOOK_URL secret. The job only runs on saltstack/salt-nightlies, so it is inert here; the file lives in this repo because the salt-nightlies mirror sync removes files that do not exist upstream. Run workflow sends a test message.
The ': ' in the unquoted expression made the line a mapping value, so actionlint could not parse the file.
$s in the jq filter is a jq variable. actionlint with shellcheck, as run in CI, reports it once the file parses.

What does this PR do?
Adds
.github/workflows/notify-google-chat.yml. When a listed workflow (Nightly Stress Testfor now) ends withfailureortimed_out, it posts a message to a Google Chat webhook: workflow, failed jobs and steps, branch, link to the run.saltstack/salt-nightlies(if: github.repository == ...), so it does nothing in this repo. The file lives here because the salt-nightlies mirror sync deletes files that do not exist upstream.GOOGLE_CHAT_WEBHOOK_URL; without it the step is skipped.workflows:list is enough to get notified about it.workflow_dispatch) sends a test message.What issues does this PR fix or reference?
