Keep the Cloud region documentation aligned with the instance-creation default in https://github.com/sourcegraph/controller/pull/2797. List us-west1 (Oregon) as the default for new instances and retain us-central1 (Iowa) as a supported region. Merge after the controller default change is available and the sourcegraph/cloud creation workflow has been updated.
