PE-1695

Majors already land one PR per dependency here, so the default open-pull-requests-limit of 5 stalls the queue. Raises it to 15, matching support-app, sdk and services (team-plain/services#12193).

Note

Low Risk
Configuration-only change to Dependabot concurrency; no application runtime or dependency resolution logic is modified.

Overview
Raises Dependabot’s npm open-pull-requests-limit from the default 5 to 15, with a short comment that major updates are already one PR per dependency so the lower cap was backing up the queue.

This aligns the repo with the same limit used elsewhere (e.g. support-app, sdk, services) and only affects how many concurrent Dependabot PRs can be open—not which updates run or how they’re grouped.
