Adds a working ripple animation used for initial reminder of the layout picker existence. This will only fire once through out the lifetime of the session or the extension itself. Known Edge Cases to Address: - Cancel and forcefully terminate active animations when visibility changes - Handle cases where the "Peak" visibility type is skipped because the mouse pointer is already inside the trigger area. - Ensure ripples maintain and adapt their position correctly when switching monitors while in "Peak" mode.
