What changed in this PR
This PR moves NXP PowerPC CI toolchain installation to the shared dependency bundle to reduce installation timeouts.
Changes:
- Use
install-apt-depswith theubuntu-24.04-crossbundle for PowerPC builds. - Add
gcc-powerpc-linux-gnuto the cross-toolchain bundle and update its descriptive comments. - Upgrade checkout to v5 and increase the PowerPC job timeout to 20 minutes.

Description
Similar to #11898, install packages from offline bundle rather than via
aptto avoid timeouts. Also, update timeout to 20 min and useactions/checkout@v5to avoid warnings.Example run: https://github.com/wolfSSL/wolfssl/actions/runs/40418713891
