### Phoebus screen refresh

* Synchronize the detector-owned R3-14 screens with tested SNS BOB commit
`73f4d0c`.
* Add native BOB detector information, detector configuration, detector layout,
measurement dashboard, measurement information, TPX3 API/alarm, and MPX3
alarm panels while retaining the legacy OPI files for compatibility.
* Update TPX3 and MPX3 embeds to use the native BOB panels and remove the
obsolete TPX3 diagnostics action, whose target display is not shipped.
* Keep the SNS-wide `ADet/R3-14/common` display changes in the site BOB
repository; they are not copied into this module.
* The imported detector-owned files are byte-identical to the SNS set runtime
qualified with the TPX3 and MPX3 emulators, including image display,
profiles, histogram, and interactive ROI selection.
